The proposed draft 2024 West Windsor Flood Hazard Area & River Corridor Bylaws are intended to replace the existing 2018 West Windsor Flood Hazard Area Bylaws, as most recently amended.
The purpose of the proposed draft 2024 West Windsor Flood Hazard Area & River Corridor Bylaws is to better align West Windsor’s hazard zone regulations with the most recent model regulations developed by the Vermont Department of Environmental Conservation (VT DEC). The major proposed changes are summarized below:
• Increase the structural elevation requirements for new structures, as well as substantially improved or substantially damaged structures, from 1’ above base flood elevation (BFE) to 2’ above BFE in the Federal Emergency Management Agency (FEMA)-mapped special flood hazard area (SFHA);
• Protect Vermont Agency of Natural Resources (ANR)-mapped river corridors from new development and new encroachment;
• Require no net-loss of floodplain functions.
The Areas of West Windsor affected by the proposed bylaw amendment are the FEMA Special Flood Hazard Area and River Corridor, as mapped by the Vermont Agency of Natural Resources.
