NOTICE OF AMENDMENT OF PARKING ORDINANCE
On Monday, November 10, 2025, the Village Trustees of Woodstock, Vermont, adopted amendments to the existing “Parking Ordinance”. This notice is published pursuant to 24 V.S.A. § 1972 to inform the public of these amendments and of the citizens’ right to petition for a vote to disapprove these amendments.
The following updates have been made to the Village Parking Ordinance:
- Updated property names to include street addresses.
- Meter and kiosk parking will now be enforced Monday through Saturday, 10:00 a.m. to 4:00 p.m., excluding holidays (previously enforced until 5:00 p.m.).
- Reduced to one free parking validation per year (previously two).
- New No-Parking Streets: Added Ford Street, Stanton Street, and Charles Street due to safety concerns related to emergency access, steep grades, and proximity to Route 4.
- Revised and updated street names and crosswalk locations.
- Updated fine amounts for parking violations, fees, and penalties.
- Clarified and updated definitions of traffic hazards and violations.
- Expanded and clarified areas where parking is prohibited at all times (including crosswalks, fire lanes, and near hydrants).
- Clarified enforcement authority and procedures.
- Removed booting as an enforcement tool; all vehicles in violation will be towed.
- Removed historical notes from each section and consolidated the following into a single document:
- Title 8, Chapter 1 – General Provisions
- Title 8, Chapter 3 – Parking Ordinance
- Title 8, Resolutions 1–5
- Title 8, Appendix A–M
- Mechanic Street Permit Parking: Increased total spaces from 16 to 18, with 16 spaces for businesses and 2 reserved for local residents without off-street parking.
- Streamlined ordinance responsibilities and duties.
- Parking Ticket Design: Update to include instructions for online payment.

CITIZENS’ RIGHT TO PETITION FOR VOTE
Title 24 V.S.A. § 1973 grants citizens the right to petition for a vote at a special or annual Town Meeting to disapprove ordinance amendments adopted by the Trustees. To exercise this right, citizens must present to the Village Trustees or the Town Clerk a petition for a vote on the question of disapproving the amendments signed by not less than five percent (5%) of the Town’s qualified voters. The petition must be presented within forty-four (44) days following the date of the adoption of the amendments. Unless a petition requesting a vote is filed pursuant to 24 V.S.A. § 1973, the amended “Parking ordinance” shall become effective sixty (60) days from the date of said adoption.
